I really like your post and the great detail you provide!!!! Obviously you've done this quite a few times on a commercial level.
I'm not for or agains fabric on a driveway. In some spots, like you say, it's cheaper then removing the poor soil and replacing it. Unfortunately, too many people rely on the fabric instead of building up their base above grade so water runs away from the road. While the fabric will help, it will not be enough for a wet base and the gravel will not last as long. The dirt portion of the road must be higher then where the water can get to, and then you add rock to the top of the dirt so it remains above the water running along the sides of the road. The best way is always the most simple.
