Fixed!

One shot of WD40 in the keyhole. Cycled a couple times. Nothing. Another shot 5m later and now the SS plunger retracts!
This is with original relay; new relay does not work.

Surprised that contacts in the key mechanism are controlling high current circuits directly. (Are they? I'm guessing they must otherwise this behavior is inexplicable to me.)

You are welcome. I wish I had mentioned it sooner. That key switch controls many large loads directly (see the schematic). This gave me fits a few times on my DK. The first time, I removed, disassembled, and cleaned the switch. Then I discovered a few shots of WD in the key hole works just as well; this is not intuitive (especially squirting in the keyhole) but it works. Many of us consider this (WD40 in key hole) to be part of normal maintenance, If you want to know more about what's inside that switch, look here.

Another common (but unexpected) failure on these machines is battery cable failure from corrosion inside the insulation where it can't be seen.

In my opinion, we are lucky to own these older machines that are electrically simple and easy to maintain. Our tractors will still be fixable (like old Ford 8Ns) when the new electronic ones are unfixable for lack of affordable modules.

One other thing (and maybe check this first): These key switches are famous for developing poor electrical contacts from dirt and corrosion. So squirt a bunch of WD40 in the keyhole and cycle the switch several times (and maybe repeat) to clean these contacts. I had that problem several times.

I know the OP got his issue fixed by cleaning the switch but I wanted to add to this cause I found an issue with keeping my CK20 running that was ignition switch related but not the actual switch (or battery cable). My CK20 would start but only run if you held the key in a certain location and I had been lubing the key for quite some time, so I decided to take the switch out and found that the plug had at least one pin that was extremely corroded (actually green). So I took a small file too it and bot both sides cleaned up and then plugged it back in and it once again works as it should. So it appears that on occasion it could be the plug the switch plugs into.
