Lawrence, I'm sorry to hear that the Mule didn't work out. It surely had some things about it that were questions, but with the added accessories, the orignial owner easily spent $13k+ on that Mule. I can see that a lift kit was installed and the addon cab was probably $3500 or more. Add to that the aluminum wheels and you are getting into the $13k to $14k new range. As all the others have explained, the front tires are of great concern as well as the 4WD. Otherwise, the bed appears to have little wear and the rest of the Mule just looks dirty. I can assure you that I can get a Mule that dirty in less than a hour after a rain storm. Yes, the dealer should have cleaned it up and also put on new front tires, but if the Mule was in otherwise good condition, it would have been a good buy, a little over 1/2 the new price.
Of course, I'm curious if you saw and tested the Mule. If you don't mind, tell us a little more about your reasons for not buying it.
