COuld be a number of things causing that try all the filters first. Im betting its got clogged injectors. They can get clogged from inefficient combustion fro ma clogged air intake. We just had a set of injectors remanned for one of the Deere scrapers at work we bought from a closed landfill. It was weak as Southpaw beer. Got a new set and put them in and its a new machine.
If it needs a set of rings Id have the whole motor done by a gooddeisel mechanic. Not one like we just hired. We had a rash of break downs at work and we had 3 shops working for us. One didnt even have a torque wrench to replace a head. I had a little genset that was diesel bu had been run with the breather off. I had the thing completely gone through as in new liners bearings and the heads done since it was down. GOod thing to the bearins had taking in some grit into the crankcase and were in poor shpe.
