this is a very back wards way of doing it, but it should work,
get a old live PTO tractor, lock out the clutch, and lock in the PTO, use a wheel hydraulic motor to drive the PTO shaft of the live tractor, thus driving the tractor by using a flow control valve on the motor one should be able to dial in the speed you want, thus keeping the engine disengaged from the then pull the tractor powering the roto tiller and steamer,

about the only other way would be to take an old tractor and put in a few extra transmissions speed reducers,

another possibility is to make a "new rear axel" using a couple of irrigation gear boxes for circle irrigation, there 50 or 52 to 1 reduction and drive them by hydraulic motor, may need to use some additional gear reduction, a walking sprinkler uses a one and half electric motor and a center gear box guessing 30 to one, to the out side wheel boxes that are 50 to one,
one could even use a eclectic motor and a percentage timer on the control powered by a generator, the axel could be lowered hydraulically and lift the tractors axel off or enough weight off so the creep axel can make traction,

one other idea would be if your doing straight lines is to winch it for forward motion,

that is what come to mind,

at one time there was a company that made tractor mounted trenchers, Auburn trencher, and they made a transmission unit for some tractors that would give them a creep speed, the one I saw was driven by a hydraulic motor, and the other (I have was gear) never did get a tractor to fit it, the hydraulic would be most likely slower,

Consider using an old IH Hydro tractor from the 70's. Or as someone else suggested, winch it across the field.

Use a 12 bottom plow, put the steam in at the plows. I almost forgot you have to put bald tires on the tractor. That should slow it down.

That is still 10 times faster than he wants to go which is an absurdly slow speed. Question is why would anyone want to go that slow or do what the OP is trying to do.
My TYM has creep gear and it is slower than snail slime. First gear in creep I believe is listed as .19 MPH.

I just don't understand the importance/need/idea behind wanting to steam clean the soil. There is a minimum of 25 years of seed in the ground at different depths. The living beings in the soil are part of an ecosystem and in their own ways have, generally, a positive influence on the soil. There are ways of controlling weeds, etc. much more cost effective that trying to reinvent the wheel. Go to your county extension officer and have a good discussion with him/her. These people are for your use. Secondly there are your universities that can help. Thirdly, there are foundations, such as our Noble Foundation, that know your soil characteristics have have spent eons of money on research and development. Just reconsider what you are trying to do.
