I use a box blade, rippers attached if I need to dig down. A landscape rake can be used to smooth out the work somewhat but I don't have one and the box blade get's me 80%-90% of where I'd like to be. I angle the blade to cut deeper on one side of a slope with the manual lift arm adjuster (I don't have top & Tilt). Kind of a pain but then I don't try to build the road in one day. I then use the box to bring filler up to the low side/spots. Also adding weight to the box blade helps keep it down and digging vs. popping up when it meet enough resistance.
