If local regulations permit it I would burn it where it is after removing the saw log. Prop it up with some oak limbs so it doesn't flop back into it's hole. I'd build smallish campfires on the dirt side and let it dry out the dirt between the roots. Might take a few evenings sitting around the fire with a beverage or two but it won't take too long. Hose it down good at quitting time so you don't have to worry about it while you sleep.

May take a while if it's still green but think "swedish candle". There are YouTube videos of the process but bacically you drill some holes in a log (or stump in this case) pour some diesel in the holes and you have a nice little fire. Burns from the inside out. I've made and burt many and it will take a large round and turn in into ashes in short order (relatively).

I vote pressure washer. I just finished a large stump that fell on my property.My 4000 psi pw blasted the dirt and rocks out of the roots. You'll get muddy.

I've been hiring an outfit to power-wash the vinyl siding on the house every other year or so at about $600 bucks a pop. I've been on the fence about getting a power washer for some time. Maybe this will put me over.

Every home owner should own a 3200 PSI or greater power washer. This is one of those reasons to have one. Put on your goggles, face shield, slicker suit and rubber boots and go at it. May need a large bucket to occasionally rinse off the face shield.

my permanent residence (where the tree lies) is suburban NJ. Open fires are prohibited. I can probably hire someone to haul the stump off to the stump farm (we have one not too far from here) but it's likely to cost me some money. If I was going to spend money on this it would likely be to saw up the trunk into boards but I'm not sure what the bill for that would be.

I checked the local rental place and they suggested I purchase a carbide bit blade for my chainsaw and use that to cut off the roots. I think I'll likely go for a pressure washer as well. Been thinking about getting one for some time now....that and a leaf blower... for some reason never sprang for either..... old school I guess. :)

So you dont have a tractor in NJ, can't burn and probably dont want to tear up the yard too much with an excavator. Well that limits you and you also want to get some lumber out of the tree.

In this case, you can get a sawzall and a bunch of blades and cut the big roots or get a pressure washer and a chain saw and have at tthe stump roots.

As far as making lumber or boards - thats going to need a truck to load the log(s) and he would likely pick up the stump as well.

For milling, expect to spend $.30 a BSF for sawing into boards and sticking them to dry, then another $.20 for milling/planing the oak. If there are nails that will cost you to replace broken teeth on the blades.

For reference I got 4000 BF of pine hauled, sawn, air dryed then milled and 2 coats of prime applied for $.85 a BF.
