I would drill a 3/4" hole in the stump as deep as you can. Pour in some brush killer full strength and put a wood plug in the hole. Several months later no sprouts or suckers. Be careful if the tree you want to get rid of is close to something you want to keep as roots mingle and you could endup killing a good tree. Good luck!
