As you say things are still moving, rip the concrete ramp out and start again. DIG OUT to SUBSOIL. I think you will find the original ramp is on topsoil( think toothpaste foundation).
Weather you go timber or concrete I reccomend a 3" AIR GAP between the ramp and the building with a steel plate over the air gap.
Also make the ramp longer for greater ease of entry.

If there’s a steel mill nearby see if you can get slag its heavier than gravel and won move as easily due to rain.

it also packs tight.
