There was an episode on "Dirty jobs" about a guy in MN that makes living by removing vehicles going trough ice from water. Forgot how many they pull a season.

I saw that, he had a patented teeter totter device to bring vehicles up onto the ice with. Simple and worked well.
I don't remember how many vehicles they retrieved either, enough to be a paying business apparently.

I have to agree with Tig, there is no such thing as driving a vehicle safely on a frozen body of water. I grew up along the Potomac River in Western Maryland. I recall taking vehicles out on the ice from boat ramps. The ice would be a foot thick or more, then, because of a spring flowing into the river, the ice would suddenly be only several inches thick. We were lucky, several fall throughs but no one was lost. At best, it's a roll of the dice.
