To shorten a welded cylinder, disassemble it and cut off the back end at the weld. This can be done with a Portaband etc. Cut the cylinder tube off the amount desired and re-weld. The back of the cylinder is not sensitive to alignment. Any work done on the seal end of the cylinder runs a risk of misaligning the cap and the bore. As the cylinder extends even a slight misalignment will quickly destroy the bushing and seal.
Reworking the back end is far easier and cheaper than recutting threads etc.
