How to Tell if Service Box is Grounded?

I thought that a TBNer had an electrical problem that was caused by the house having TWO grounds instead of one.

I've heard about rebar grounding but never seen it, What I often see is a regular ground rod in the floor under the panel, which are installed before the floors are poured, even more common is a ground wire in a conduit hanging on the foundation wall and leading to a clamp on the city water service line.

My new 200 amp service has 2 ground rods outside 10 feet apart, must be code now?

There is a tool that is used to measure ground impedance, one is made by Megger.

Article 250.56 states that an electrode with that does not have a resistance to ground of 25 ohms or less shall have an additional electrode. They shall be a minimum of 6' apart.

article 250.52(A)(3) allows for concrete encased electrode, but all electrodes described in 250.52, that are present must be bonded together to form the ground system. When you bond multiple electrodes together it is considered a single grounding electrode system. What you don't want is multiple grounding electrodes that are not bonded together. The more you can bond together, the better your ground system will be.

Two grounds with a continuous ground wire are not a problem. Two grounds from two different panels with two different wires can be.
