good ideas already offered.

Not yet mentioned is to get with the local TV and newspaper people. Give them the FACTS which are substantiated by written documentation. Seems you have all that is needed...police report will have a number, obtainable via public records, name of the perp, etc. Point is to have the TV folks do an investigation/report of what happened and air it. Then, you can get a copy of that broadcast and put it up on a web page of your own...with the perp's name and details as to whether he ever pays up or not.

Once on the internet, you have immortalized the situation and sanitized it some since it is a NEWS report. A GOOGLE search, ever after, will turn up the perp's name, yours too, and the details of the event. I'd suggest to the TV people that it is somewhat like a Public Service Announcement....informing folks that it is illegal for a bullet to cross a fence line...or RR right-of-way, etc....

Thus, in the future, any landlord doing due diligence and searching the net for background on a rental applicant will find the report, likely making his future more difficult than otherwise.

You want to make it easy for him to move on, not hard.

UPDATE:
Found another bullet hole in my house, didnt penetrate (hardiboard siding) but nevertheless another stray bullet about head high

Called the cops to add that to the report. After much consideration since this happened I am firing off a certified letter requesting reimbursement for my vehicle window within 10 days. If he ignores it or refuses, then I will file reckless endangerment charge on him. I have talked this over with the deputy and at this time feel it is the course of action I will take.

After an in depth talk with the deputy that put the fear of God in him, the punk was scared, apologetic and told the officer they will stop shooting on their property (they are only on a 1/2 acre), so we will see if he does. Deputy told him that he has one warning and this was it and if he has to come out again on him its go to jail time.

Far as I can tell this was a stupid lack of common sense accident by a kid (25 years old), ignorant yes, stupid yes, could of killed or maimed me or the wife yes, needs a severe arse whipping definately yes. So I will see how this plays out, its morons like this that give the anti-gun people ambition about gun control.

Another good thing that the deputy mentioned and was mentioned on this board that there were bullets crossing a RR track which carries amtrak and freight trains which i understand to be a federal offense, so thats another route that I can go down.

The real problem is the rent house itself, they come and they go, some are quiet while others are not. The last character that was in it thought he was a rock and roll singer and played his guitar outside loud while he sang, good thing is he got busted with a bunch of meth in the house and is now doing time.

Really appreciate all of your opinions and thoughts on this matter.

That sounds about right.

Any chance you can buy the property or screen the property renters in the future?

I've never been able to find who did the shooting and I'm in the city... was even on the news once because the rent house took two shotgun blasts to the front... turns out the shooter had the wrong house and the intended target looked similar one block over.

For the others, I don't have a clue... most I find in the roof... most likely from new years or the 4th when people shoot straight up...

Also lost several windows to stray BB's... had an idea where they were coming from... just couldn't prove it...

In Olympia, I'm in a no shooting zone... so no problems so far.

Sounds to me like you need to buy this rent house and then rent it to someone you know and trust for the price of the payment. I would talk to the DA and initiate the charges in case. They will probably give him a fine and make him pay restitution. But mainly, you will be doing the next guy a favor if this kid learns from this lesson.
