The higher voltage should not be a problem. When it is not working, does the contactor pull in ?
Could be poor contacts on the contactor. Also if there is a float switch on the water tray, could be going bad. They are often wired to the compressor circuit to kill it if there is a condensate drain issue. Last is thermostst/wiring. The Y (yellow) wire should have voltage on it when running. If not, the stat or wire to it could be the problem.
