You can buy programmable thermostats though Grainger for approx. $100-$150 that are password/PIN protected and do not allow one to move the temperature above preset maximums for heat and minimums for AC. I believe the RobertShaw line has thermostats with this feature. Check their website - the user manuals are online.

BTW - some of the thermostats also let you set the duration of temporary over-rides (i.e. number of hours before program settings are resumed). The RobertShaw that I have defaults to 3 hours (but I believe can be set to something different).

We had the same issue with the air conditioning at our Fire House

I put a thermostat hidden some place set with lowest setting you want to see.
wire in parallel to the original.
Then put a wind up timer/switch beside the original thermostat for the on time wired in series with that thermostat.

when some one winds up timer it will connect higher setting to heater for the given time then revert back to freeze protection temperature.
