Is it even possible to properly prep a surface without a sandblaster? I'd like to avoid using one, but wonder if I'm just wasting my time.

yep.. it's called elbow grease.. sand paper and various flap and 3m surfacing pads.
sand blasters can deform thin metal.. I hate em.
I never use one on my tractor tin.. plus you get grit everywhere...
