Hydraulic Cement will stop some seepage (is that a word?), but it's not a crack filler.
I've seen it done a lot of ways. Foundation sealer (tar stuffies) alone, but also seen the tar wrapped in plastic and tarred again...and even repeating that process!
Couple years ago I sold a house and the owner used pea gravel instead of limestone to backfill. The limestone will eventually pack flat, wel pretty tight, but the pea gravel is round and it rolls 'round and 'round. Brilliant idea in my little head.
The drain pipe will breakdown over years...cracks, clogs etc., so replace it.
Slope away from the house and route gutters away from homes. It amazes me to see so many homes with downspouts stopping at ground by the foundation and to see water run to the side of homes.... MOVE the water away from the foundation....
