Believe it or not, this is a common problem in certain brand hoses which have a certain cover. Well, it's not really a problem, but many people end up replacing hoses unnecessarily because of it. If this were fluid under pressure, you wouldn't be asking if it should be replaced or not. It would already be done. Certain make hoses have a sealed cover. All, and I mean ALL brands of hoses weep fluid thru the hose. Some brands deal with it better than others. Gates and Dunlop are a couple of hoses in particular that does this. The hose in the picture has a very airtight cover which won't allow built up gases to escape. If you take a razor and make a small slit in the bubble, you will release the harmless gases. May be oil also, but nothing to worry about. If it makes you feel better, get them replaced and save these for spares. My advice, take the money you would have spent on replacements and take the family out to dinner.
