Looks like the block is actually #12.
#13 is a "Quick Disconnect Spool" (within the Manifold Block) so it appears, to me, that some thought has gone into the sizes of the fittings and adaptors etc. If it's factory I'd leave it alone.

I was wondering if that was some way to increase pressure by severely reducing flow? My local Parker store guru says it doesn't make sense to him but yet again it is factory..

In hydraulics Flow is speed while pressure is force or torque. Changing flow and pressure would require resizing the motor or gearing on the mulcher. Possibly also require new plumbing on the skid loader.
Possibly try removing the fitting in question and see what if any change you see.

From the pictures it looks like those are standard SAE to O-ring face seal fittings. Not sure what you can do about thru hole in the fittings. Largest concern is keeping the oil cooler clean on mulchers. They are prone to plugging with saw dust which as you know sure limits there effectiveness.

Is this a purpose built machine designed specifically for mulching or is it a skid loader with mulcher attachment. Unfortunate reality is that skid loaders may not be designed for continuous duty. They may be designed for the contractor who runs an implement for an hour or two at most Vs all day at full power.

Any idea what oil temps you are seeing?

Does your machine have an over temp warning?

Yes purpose built machine. 111 hp with 45 rpm on aux circuit. I've seen 215 on the hydraulic oil temp

215 degrees is not good for the oil or the components. Sounds like Terex may have made the cooler a little to small and or something is introducing to much heat. It would take some work but installing pressure test points on both sides of the quick disconnects would provide you information on what is being lost across them. Do you know if Telex installed test points by the pump, directional valve, etc. These could also be looked at to try and determine if a single component is inducing this loss of if it is just "typical" system loss from flow in lines, fittings, etc.

Again good luck in finding a solution for this problem.

For reference 45 GPM & 500 PSI is approximately 15 HP going into heat.

what do you mean 15 degrees going to heat? I know anything over 200 is not good for seals/components.. This is actually a Vermeer machine.. my mulching buddies with CAT machines are seeing temps over 230
