Hydraulics wonｴt go down Ford 3910

My newly required 3910 has the flow control valve and 2 levers, one the lift function and the other the draft function. The draft function messes up the lift function if activated. www full of how to use draft when required. Push it all the way down and the lift lever will control the 3 pt position. I just got my AI I&T manual off ebay:
