The gun and body armor are going to the USDA -- BLM is part of the Interior Department.

I still think the guns and armor are going to Forest Service law enforcement personnel.

It is the H&K UMP 40 S&W specs. That's why they wrote the specs that way. Not an uncommon practice in government and private practice to satisfy bidding requirements. I would not be surprised if they are carrying 40 S&W handguns. When alone and far out on government lands dealing with drug smugglers and pot growers it's smart practice to have one type of ammo common to your handgun and your SMG. I carried a 9MM Glock and a 9MM Colt AR15 when I was in LE.
