If Production needs product to ship, the most frequent quality disposition is "Use As Is".
However, as a guy who has worked all levels of manufacturing Quality Assurance/Control, I can assure you Engineers and Designers give themselves a fairly good margin of safety in a design. A good rule of thumb (maybe not "good", but frequently used...) is to allow a manufacturing tolerance of about 50% of what's required for a product to assemble or function.
That's the straight story, folks. Again, as a Quality Assurance guy, it's frustrating but it's a fact of life in the manufacturing world.
