Assuming that one of the roads is considered the "main road", and you are on the secondary road, then the car to your immediate right has the right of way. Then the car that is opposing that one will also go. After those two cars proceed through the intersection, then you and the other car can proceed, provided that the other car that is opposing you isn't making a left turn. If that car is making a left turn, out of courtesy, you should allow him his left turn and they you can go. As someone else mentioned, eye contact will also come into play as well as driving manners. If you have a kid in a hopped up junker at any one of the corners, then let him go to get the fool out of the way for all others safety sake. If one of the 3 other cars is a police car, he always has the right of way, unless you are driving a fire truck. In many states, fire trucks always have the right of way. We'll assume that neither of the roads is considered to be a main road. Both streets are considered to be residentials.

What I'm trying to find out from the people in the class is if anyone ever "waves" another driver through the intersection. In Wisconsin, by "waving" someone through, that is, giving them directions, then you have accepted responsibility for whatever happens in that intersection, even if your vehicle is not physically involved in the accident. I'm trying to get across to these people that they should never physically, by waving, give another driver direction. I tell these people to politely look at the other drivers and let them make the decision who is going to go first. Once someone else makes the first move, then everyone should be able to figure out who goes next.

But as you mentioned, this would only apply if all 4 vehicles came to a stop at a 4-way stop intersection at exactly the same time. Otherwise, I agree with you that you would yield to the vehcile on the right IF they are on the "main road" or if they had arrived at the stop sign first.

Many of my passengers that rode with me when I drove over-the-road coaches would comment that it must be fun to be able to intimidate cars because of the large size of the bus. I always commented that I would never use the size of my coach to intimidate a car driver. I was just minding my own business, driving along the highway. Interesting. My answer was going to be, "Whoever is the most aggressive gets to move first", but I thought it was a little too smart-alecky and didn't post it. I didn't know how close I was...but, since I'm generally the most agressive, I never wait around to figure out how the rest of them do it.
