Jack Yuan - You're right about Europe safety standards being tighter. Value life and limb more? If meeting the safety requirement is not too expensive manufacturers will use it on North American product for commonality. If significant $$$, North Americans can do without. An example, Europe requires brakes all axles. USA requires meeting a stopping distance from max speed and manufacturers will do only wants needed. I investigated an accident where an operator lost his only brake working on a mine pit slope. He ended up over a half mile backwards into trees that stopped him but he did have the sense to steer straight so he didn't roll on the slope.
