I would cut a replacement piece out long enough to overlap the damaged area and then weld it in place on on end and then heat the metal with a rosebud. When it is warmed up bend it around the deck making it conform to the curve. Depening on your blade clearance you may want to add a piece of 3/8 rod to the bottom edge inside to add some strength. Weld the rod with proper curve in place before you add the new plate.
Grind and feather the new piece in place after welding.
I would cut out the mangled mess it is simply in your way.
