Why do I get the impression that so much of this (absurdly high priced) equipment is usually under utilized and then sold for fractions of pennies on the dollar?

Hey, I hope our town DPW buys one of the these puppies when they are set free. Much prefer to have one of these in town than some souped up armored minivan for the police force.
