I went to Home Depot yesterday and they had a GT1554 (the model I have) next to a i1046. I didn't hop on them but I did put my foot on the pedal and pushed on them to see how they felt compared to each other. The i1046 does push harder then the GT1554, it wasn't extremely hard but was noticably harder. The pedals are designed the same above deck so I don't know what is different underneath that is causing the resistance. I can't bend over to look so hopefully you will get things figured out.
