We have had that happen around here. People without power put the generator outside, start it up, and go back inside while it is running. Thieves on the street drive by, hear it running, back up to it, load it up while still running, and pull the plug as they drive off so nobody realizes they are there till they are headed down the road. Takes nerves, but during a power outage, people will pay dearly for a generator, especially if the one they had wouldn't start and nobody is available to fix it.
