Is the swamp directly downgrade from the dam? Perhaps the dam is leaking and maybe make more sense to address that issue first?
Ideas to gather and pump water from swampy area to my pond....

I used a solar panel and a small volume pump to pump water out of a spring to a garden about 200 yards away. I faced the solar panel east so it would water only in the mornings. The pvc in pipe had a window screen filter and it was set in a 5 gallon bucket with small holes to keep the minnows out.
The solar panel was 120 watt and at the time was about $600. the pump was a DC pump and was about $100. The pump last for about 2 years of daily use.
The volume was about like a water faucet turned on slow - about 2 gallons a minute. Link to old post with pictures and specs:
