They make a hand pump that is really slick. Here is the site Hand Water Pump or Motorized, by SIMPLE PUMP A young couple over at goingslowly.com put one in and it worked fine before they had reliable power and works with a submersible in there as well. Best part is you can install it yourself. If you can see water 12 feet down, try and find a used submersible on Craigslist or a jet-pump on Craigslist to do some testing with. Even if it does run out of water after pumping for 10 min, if it recovers in 30 min you at least know you have water that refills and a smaller pump can be great for irrigation/garden/etc.
They also make a "pitless" adapters that will allow you to put the well cap at or even below ground level and the actual water line attaches a couple feet underground into the side of the casing. This will allow you to house any pressure tanks or hide the fact that a well is there by moving all well house stuff to another location.
I have a spare well on my property and I have thought about using it with a very small pump to drip water on my roof during these hot summer days to cool my temperature off. One day I may hook it up.
