IH 254 heating problems

I have an INternatinal 254 tractor, 3 point hitch that over heats, we flushed the rad, changed the thermostat, put in a new heat gauge and bypassed the bulp to make sure it was overheating, new fluids, no leaks, rad in great condition, air breather new, suction on intake great,any ideas anyone.
