Buying Advice IH 606

I am looking at an IH606 with a loader. The tractor runs good but whines terrible. I assume it's the hydraulic pump. The owner has rebuilt the carburetor and a tuneup. It doesn't idle down well without the choke out a little. I am a little skeptical about purchasing. He's asking $5700 and is willing to drop to $5000. Is there anything I should be looking for and is this too much?

I'd think that it should be in near perfect condition for that kind of money. It does still have a carb issue but the hydraulics were noisy on that model.

As far as the price goes that wouldnt be all that bad depending on the hours and tire condition since a new set of tires could be 1500$+
