IH B414 power steering cylinder​

Just acquired this tractor. On the cylinder there is a tiny hole right above where the hydraulic hoses attach (see pics). Is that hole supposed to be there and is it some type of weep hole? It is leaking hydraulic fluid from that hole. I wiped the cylinder clean to get pics of the hole and before I even finished getting pics, fluid was leaking out again. This is with the tractor just sitting in the barn. Any ideas on how to fix it?

Is there a rebuild kit for the cylinder or an aftermarket cylinder that is avaliable for the tractor?

I found a local hydraulic shop that wants to repair it. Any tips or suggestions on the best way to remove and keep the fluid in and the air out?
