Injector pump over fueling?

I was wondering if it is possible for a injector pump to over fuel an engine?
I have a brand new 95 Ford 268 with 2 hours on it and I put the old pump back on and I'm getting just a little unburnt fuel at idle. It's a Lucas injector pump. I do need to check my injectors and see if they're popping off at the right pressure.

how did u time the pump when you put it on.??
The timing line on the pump mounting ear SHOULD BE lined up w the 0* mark on the block..or real real close to it.

Also, by new 1995 268 (6610?), you mean the engine has been redone, but the fuel system has not?

Checking the injectors IS a good start..
Unless u have a pop tester & the o.p. spec, don’t waste your time..
There no sense in taking the time to pull them out and half-azzing the job..
And you’ll need new installation gaskets..

Yes the engine was completely rebuilt including new injectors I have not resealed the injector pump yet

The engine was put on TDC the pump gear Dot was lined up with the drive gear and the line on the pump was put on zero.

Nothing halfway here. It has new gaskets and new injectors the only problem is I couldn't find any made in the USA only China made injectors and I don't trust anything from China. I don't have a pop tester but I do have a local injector shop
