Int.3500A TLB Hydro Trouble

I have a Int.3500A Hydro TLB that will go backwards, but very little movement forwards. Found a fragmented seal on one internal oil line.????????
Any help will be nice, as I don't have a manual yet. Thank You.

Changed O-Rings and swapped Feather Relief Valves, but no difference to speak of.
Any Help or Suggestions? Thank You.
