The reason the water gets in the drum is when the top of the drum has water standing on it, when the temperate increases and and the drum expands it pushes out air. Then it cools at night and sucks in water if it is over the cap and cant draw air. To prevent this, either put the drum on it's side, or prop it up on a 2x4 with the cap on the higher side so the water drains off the top.
