Is blasting legal any more?

I think I'm giving up on the blasting. ' still would like opinions on the best way to dig (bh, small auger, big auger) holes adequate for drainage, tap root to go down, lateral roots to spread into good rootball.

An air track like the one pictured will probably drill a 6" hole. A 16' hole is a walk in the park for one of these. They'll go places a truck mounted rig can't.

Any idea how long it would take it to do a hole in what might be called "soft sedimentary rock"? Any idea what it costs, on average, to hire the rig and operator by the hour or the day?

Heyyyyyyyy whiskey, you should farm yourself out to Tom H with all the compressed air that you have, and he could hook you up to a air compresson, and he could power a jackhammer free of charge to blast anything that he needed to blast out of the ground LOL.
