If renting a tiller for your tractor is possible, that along with a FEL with bucket can do a great job working up rough land.
Also, a Harley Rake is great if there is much debris, such as rocks and sticks, mixed in that need cleaning out of the top soil. Here is a pic using the Harley Rake ( search on TBN will pick out more on this tool).
