I reckon that's kind of like boogered up... I was wondering how that might have happened also. Make sure you get the right size bolt. I don't know the size of your mower, but 4 footers usually have a 1/2"x4" #2 shear bolt, larger for larger mowers, (it should match the hole size). You may have to go to a tractor supply place to get it.
