Nobody has mentioned this, but does your machine have a thermostat?? If so, it could well need replacing. I've had that problem with cars and trucks a few times, running hot, yet the radiator was cool to the touch.
Worth checking to see before you waste any more time.

How is the filter screen in front of your radiator? Is it clogged with debris? Is it there at all? I would gently blow the radiator fins out with an air gun. Do it from the fan side out. The little fins clog with seed heads etc... You can remove them with an air gun. don't get to close or use to high of pressure cuz u don't want to bend the little fins... If you do not have a radiator pre screen.....get one....Also run the 30/70 mixture and see how that goes.......
