Claimed pto horsepower for the 3000 was 38 and 37 for diesel or gas respectivly which should be plenty for a sickle mower though to absolutely sure check with the equipment manufacturer for accurate horsepower requirements.

My book for the 3000 stated 37hp? Either way, yes it will. 7’ sickle bar takes very little power, and I’ve run a 7’ haybine with mine. No problems even on the hills.
Edit: Sorry, I meant my book says 47 hp.

I run a NH 477 haybine on 40 PTO hp. No problem with lugging even in the thickest grass.

You will find that Hesston built a small 39" by 48" bale that would fit your tractor. It was also marketed through CaseIH and the model was a 8420.
