So you are saying you are bribing them with graft?
When my father worked for the Post Office (in a very small rural facility) I would read his magazines from the Postal Union. I was amazed at how militant and "looking for a fight" they were. The restrictions on work categories and assignments were epic.
I think the USPS should bump the cost of a letter (stamp) to $1 and double all the other discounted rates they give for bulk. That's still a heck of a deal that no other delivery service can provide. It would reduce some of the junk mail and reduce their overall letter volume allowing them to provide quicker service and reduce losses.
