Here in NY, they use the serial # for the VIN if you want SPEC COMM plates for it. But you also need insurance.
Bill of sale is also required. Non-transferable registration too.
This is mostly if you run a business and drive your machine to the site without trailering it. There are a couple other odd exceptions, but not many.
For what it's worth, only place you can find out more more info about SPEC COMM plates is right at the DMV. For some reason it's not clearly mentioned on the NYS DMV website.
Farm use -- totally not necessary. To be seen, just working hazards and a SMV is recommended.
