I own a nice new box blade with scarifiers....so I guess, after reading all the posts, that I should drag the teeth through the hard packed gravel until loose.
Then shave and scoop with the FEL...Then drag some more if needed.

That shiny new BB is your best tool for ripping it up, then pulling material where you need it or put it in a pile off to the side when you get to dirt then remove whatever you need to remove and use the gravel for your road base.
