The 7.3L PSD is a good engine. 152,000 miles on that truck is usually nothing to worry about.
HOWEVER, if it has been a plow truck its whole life it will definitely be worth having the front end and frame checked out by a shop. Also, plowing is hard on transmissions (performance chips can be as well if the operator thinks a chip will make his truck a super-truck). If the tranny is bone stock you may be running into tranny problems with that truck, especially if it doesn't have a bigger tranny cooler and a tranny temp gauge. These two items are not guarantees, but would indicate that the owner was aware of and hopefully tried to stay away from burning up his tranny.
If you end up asking about that '99, be sure to ask about any front end and tranny work that has been done to that truck. Hopefully the owner kept receipts for any work so that you can confirm the work.
While the plow is not the V that you were looking for, Fisher makes a great plow and is one of the better ones out there (according to the plow sites that I visit). Still, check the plow to ensure good hydraulic response for all actions (angle left, angle right, lift, etc.). Also, check for any bends in the frame or signs of repairs.
No matter which plow you end up with, find you a plow site or two and you will find a fella by the name of Jerre. He can rebuild you a pump that you can be 100% sure about. If he is too far from you, he may know of a good rebuilder in your area.
