If I see the pics correctly you only welded one side.This will fail for sure.We did that in the shipyard so we could break off temporary items. If it had been welded both sides even stitch welded with a wrap of weld around the ends you would have had a lot more trouble breaking it off. Not that we can't break anything. Basically it is just like a hinge that way.Hope that was the question.
We usally find that E7018 is the best all round rod for that kind of repair work but flux is very close either way. Hard wire is somewhat more brittle but faster and strong if done right.You would weld all the way around.In the flat position metal core has got popular quick and makes a nice splatter free weld.

It's welded on all 4 surfaces around the splice in the beam.

Failure is unlikely. And I have assigned it a 2.5 ton WLL.
