I would not call it "grief " I feel its rather an inconveience at most for atv users. The only real inconvienece I can see coming from the law is $20 a year for tags and the insurance If you ride on land other than yours.

We do have to pay tax in OKLA on all items new and used also regardless of what it is.
guess getting an a resgistration in PA keeps people honest about paying taxes.

Good reasons for insurance I have witnessed first hand.
I witnessed an accident where a friend lost control of an atv and was ejected from the machine. ATV kept going and hit a car. /forums/images/graemlins/frown.gif
Ive seen another on a trail where 2 atv collided.
If someone is off riding on someone elses property than Its best that the atv rider protect themselves and others while on public or private trails where damage to persons and property occur.

As you know, we live under a rule of law and it looks like the majority of the people in your state want this law. If you dont like it you have the power to try to repeal it. /forums/images/graemlins/ooo.gif

My only beef (since it really matters not in my case either way) is that the government is promoting nonsense.

AT least I think it is nonsense.

My tractor could just as easily run on its own power off the property and do damage. And it seems that requiring a license plate on an ATV to be used only on one's property does not require one to have insurance along with the plate, from what I understand.

So putting a system in place that only addresses ATV and not tractors or a car or truck I may have, not used for road use, but for use on my property, is simply crazy in my view. Just a pain for the honest guy and of no realy benifit to the general population.

Yes, we can vote them out...if we are able to understand what they might vote for, which is near impossible in reality... /forums/images/graemlins/frown.gif

To put "grief" in perspective (from my point of view), please consider the following.

For your scenario, take the next 6 things you have outdoors (mowers, bicycles... it doesn't matter). Apply the same title, registration, insurance... fees I've mentioned and apply to those 6 items. Now, mine are based on ATV's and my RTV. That's 6 machines total. Value is kind of up there...

Now, consider the hassle you have to go through to, as well as the $ you’re going to have to spend to:
Prove to the government that you own these (find bill of sale, receipt...)
Then pay taxes on them. (Again, ATV’s can get up there so we’re talking $60/$1000 value).
Get insurance on each of these. Minimum I believe is around $15/30K liability. If these items are actually worth something, you now need to add comprehensive insurance. If you really care about the potential for damage (such as the incidents you mentioned), lets beef that up a bit to what I carry. $250/$500,000 per vehicle, just in liability.

Now, use these things the way you always have. Drive around your yard. Maybe visit the neighbors or take a ride down the road. Load them up and take to a relative’s house or something. Like Henro eluded (I won’t say “said” because I’m not quoting him), this makes no sense.

Tractors, bicycles, mini-bikes, dune-buggy’s, big-wheels, roller skates… All have the same purpose of getting things done and/or getting us around. Why have ATV’s been picked out of the crowd?
I’ll tell you what, if I see a trespasser on an ATV, mini-bike… (I don’t care what they’re driving), I can and will catch them. Why can’t the government do the same? Just spend a bit of effort going after the people doing illegal things?
