jd 2040 will not pickup 3 pt hitch arms

i have a JD 2040 that will not pick up the arms on the 3 point hitch anyone had this problem before and is the fix difficult?

Some background, experience, or history of your 2040 leading up to this "not pick up the arms" problem will be helpful.

As well, what have you tried to fix the problem?

What's your tractors serial number? Early model 2040 is open-center & late model is closed-center requiring different diagnoses. How long since hyd filter changed & sump screen checked/cleaned?

i will check that tonight i know but cannot remember whether it is open or closed
