I believe the shims you refer to are actually #33. If they are bent, they should be replaced or else they will damage the orings in the housing when you reassemble it. Sometimes you can remove one or two shims if there is excess clearance in the valves. The up and down movement you see is probably normal. You should have someone who is familiar with these units to disassemble the valves from the shaft and adjust the shim packs. Then replace all of the orings and seals. The six orings down inside the housing are the most critical.
