I believe the shims you refer to are actually #33. If they are bent, they should be replaced or else they will damage the orings in the housing when you reassemble it. Sometimes you can remove one or two shims if there is excess clearance in the valves. The up and down movement you see is probably normal. You should have someone who is familiar with these units to disassemble the valves from the shaft and adjust the shim packs. Then replace all of the orings and seals. The six orings down inside the housing are the most critical.

As a shade tree Mechanic I am afraid to to mess with the valves and would not know how to adjust the shims. So I plan to get someone to look at all of that. I am ordering the two parts that have the yoke and spines in and on it. I think that this is where most of my slack was. I will replace all the o-rings and gaskets while i got it off. Thanks for the advice. I will let ya'll know how it turns out.
