I hooked up my snowblower a few weeks ago and noticed that it is always spinning, even with the pto switch in the off position. This is the first pto attachment I have used since the rototiller in the late summer, so I am a little unsure how long this has been an issue.
When I first start the tractor it is turning slowly, but speeds up as the tractor warms. It turns with decent force, as the snowblower will actually throw snow, with less force, with the switch in the off position. Mid and rear pto are the same. I have taken to warming up the tractor with it selected to rear pto, then shutting it off and switching the selector to front pto when I am ready to blow snow.

I bought the service manual for the tractor and did all the external diagnostic steps, and it is looking like there is an internal issue with the clutch, or brake. I then spoke on the phone for about 30 minutes with the service dept at my nearest Deere dealer trying to come up with an easy solution, but he and I don't hold out much hope.

Sure sounds like a PTO brake problem, not much external you can do about it. Just curious, but what type of hydro fluid do you have in it? JD Hygard or some off brand?

I have the low viscosity hygard, due to the winter temps here

I does sound like the PTO brake, but the one other thing it could be is the PTO valve is malfunctioning. Something broke/hung up/stuck in it.

Could also be warped pto clutch plates.

After some diagnosis with the service department at the local Deere dealer I got some initial price estimates back. They are thinking warped clutch plates. Between $4500 and $7200 to repair, depending on the amount of parts they need to change out once they are inside.
I have been in discussion with Deere corporate to see if they can cover some or all of the cost, as it is only six months out of warranty and only has 200 hours.

The pto clutch plates are $544 so your dealer must be adding a lot for LABOR.

Yeah. It is the labor to get to it. It is about 150 steps in the service manual just to get to it...

Come on.... To repair a leaking solenoid on the hydrostatic transmission on my JD110TLB was 28 hrs of labor. That requires splitting the tractor and putting it all back together.

There is no way in **** that it will take your dealer over 60 hours to fix the pto clutch on your 2520! (Maybe they're gonna ship it down to Georgia and have the factory repair it....)

I'd be on the phone "yesterday" with a regional company rep. That's total B.S.

The PTO clutch on the 2520 is only accessed by splitting the tractor also. I own the service manual and read through the steps myself and decided for my sanity I better not undertake it alone. They are expecting 24 hours of labor. 24hr by $145/hr equals $3480 in labor.
